HC Deb 05 March 1940 vol 358 c213
58. Mrs. Tate

asked the Financial Secretary to the Treasury what is the reason for making the Civil Service a reserved occupation at the low age of 25?

Captain Crookshank

The age of reservation for non-industrial civil servants other than members of minor and manipulative grades, has been fixed at 25 as representing a fair balance between the needs of the armed Forces on the one hand, and of the administration of Government on the other.
