§ Mr. ElliotThe relief to National Health Insurance funds of the liability for providing medical benefit to men serving in His Majesty's Forces is off-set by a corresponding reduction in the rate of contribution payable in respect of such men, and consequently there is no margin which could be applied in the manner suggested by the hon. Member.
