The expenditure on telegrams varies considerably from year to year, and in the present instance the increased charges are largely attributable to various precautionary measures which had to be taken prior to the outbreak of war. In addition to the £1,500 for telegram charges, a sum of £350 is required to meet an increase of charges on air mail. There is also an increase of £150 in the Estimate for travelling expenses in respect of passages for military officers from India and Burma attached to the India Office.
