asked the Secretary of State for War whether officers granted emergency commissions on 3rd September, 1939, will be allowed to count service during the years 1914 to 1921 for pay and promotion?

Mr. Stanley

Officers granted emergency commissions count previous full pay service for the purpose of time promotion to the rank of lieutenant. Subsequent promotion is by selection to fill vacancies. Previous war or other qualifying service counts towards increments of pay depending on length of service.
