asked the Secretary of State for War why No. 889806, Gunner W. Bilham, after having been granted leave in order to attend the funeral of his father was afterwards refused leave with the result that his sister, who lived alone with the father, had to make all the necessary funeral and other arrangements?

According to such information as I have been able to obtain in the time available, although there was some delay before leave was granted, Gunner Bilham was, in fact, granted leave on 30th January and was able to attend his father's funeral on 31st January.
