asked the Prime Minister whether the Government proposes to take early action to implement the Report of the Royal Commission on the Distribution of the Industrial Population?

asked the Prime Minister whether the Government has yet considered the Report of the Royal Commission on the Distribution of the Industrial Population; and whether he can make a statement to the House on this matter?

I am not at present in a position to make any statement on this matter.

Does that mean that the Government intend to take no action on this Royal Commission's Report until the end of hostilities?

No, Sir.

Can we expect early action on this matter?

I should not think so. It is a very long document and a very complicated subject.
