asked the Home Secretary whether any decision has yet been reached on the best means of minimising the risk from the shattering of plate-glass windows; and whether it is proposed to make such protective measures as may be devised compulsory?

Recommendations on this subject based on the knowledge hitherto available have been published in Air-Raid Precautions Memorandum No. 12 on the protection of windows in commercial and industrial buildings. Until, however, there has been more practical experience of the effects of blast on plate-glass windows protected in accordance with these recommendations, it would, other considerations apart, be premature to consider making any particular method compulsory. I would also refer my hon. Friend to the reply which I gave on 13th August to a Question on this subject by the hon. Member for Consett (Mr. David Adams).
