asked the Minister of Health whether he will give a ruling on the question of local authorities compensating financially members of their staffs who were precluded from taking their holidays during 1939 by the war situation?

This matter is not one in which I am empowered to give a ruling, or on which advice could be given in general terms. Employees' rights vary with the terms of their contract of employment, and the legality and reasonableness of any payments must be left for consideration in the first instance by the district auditor. While I cannot anticipate his decision, I have no reason to expect that difficulty will arise over reasonable payments.
