asked the Prime Minister whether he is aware of the financial distress and unemployment of a large number of people evacuated from coastal areas; what steps are being taken to afford them opportunities to engage in service for the prosecution of the war; and whether, in view of the inequalities of sacrifice resulting from necessary war measures, he will take steps to mobilise the whole nation in such a way as to conserve more fully its resources in both personnel and finance?

I am aware that defence measures and other factors have produced a measure of dis- tress and unemployment in coastal and other areas. Arrangements for a local moratorium were authorised by a recent Defence Regulation, and the whole question is under active examination. My right hon. Friend the Minister of Labour is making every effort to arrange for the transfer of workers to alternative employment in co-operation with the industries concerned.
