A substantial measure of protection for the titles of periodicals, which I suppose is what my hon. Friend has in mind, can be secured by registration under the Trade Marks Act where such titles have a distinctive character. In other cases common law rights to a title may have been acquired by user. As at present advised, my right hon. Friend does not consider further measures necessary in this connection.
