MorrisonIn view of the risks attending the use of radio-telephone services under present conditions, the trans-Atlantic telephone service could not 190 be made available for public use without the adoption of adequate safeguards. The question whether the facilities could be restored under a system of censorship without undue risk is still under consideration by the appropriate authorities, but a decision has not yet been reached.

§ Mr. MorrisonSo far as can be it is a matter of security, and the interests of security must override all others.
