(2) whether he is aware of the great desire of all to assist in the nations' need as soon as possible, of their desire to avoid a 1914 to 1916 period, for a speeding up of the organisation of priorities in order that supplies of material can be secured for urgent needs and the maintenance of the export trade and of economic stability, of the need for local responsibility and 955 systematic decentralisation; and what action has been, or will be, taken in this matter?
