asked the Home Secretary whether he will consider remitting the fine of £25 imposed on Mr. Roy Loxdale Warren-Smith at Clerken-well Police Court, on 23rd September, 1939, for an alleged infringement of the lighting regulations, in view of the fact that a police-sergeant gave evidence on his behalf to the effect that the defendant's lights did comply with the new regulations, and that all the witnesses for the prosecution admitted that they were unaware when they stopped the defendant that new regulations had been issued?
