asked the Secretary of State for War whether he proposes to hold a full inquiry into the complaints of waste, irregularity, and extravagance made by Major Reid Kellett in connection with the construction of Militia camps in the Devizes area?

Every attempt has been made to give the hon. Member full opportunity of examining the situation for himself, and I am reluctant to take up further time on this matter. I will, however, if it will give satisfaction to the hon. Member, appoint an impartial person to make a report to me. Perhaps the hon. Member would consult me.

Is there not some other way of building camps instead of allowing the contractors to charge for time? It seems to me that is a real extravagance and waste, because they just crawl along?
