Major Lloyd GeorgeI understand that this matter has been settled. Similar difficulties in connection with the pay of lascar seamen have arisen at other ports since the outbreak of war, and every effort has been made to obtain settlements by agreement. This policy will continue to be followed in the future. I should add that in dealing with these questions my right hon. Friend has had most valuable advice and assistance from the High Commissioner for India, to whom we are greatly indebted for his help.
§ Mr. SorensenCan the hon. and gallant Gentleman give the terms upon which the dispute was settled, and state whether the terms also apply to other Indian seamen in the same circumstances?
Major Lloyd GeorgeIn regard to the latter part of the question I cannot say, but certain agreements have been come to already in India with Lascar crews.
§ Mr. Benjamin SmithCan the hon. and gallant Gentleman say why it is that advances commensurate with those given to British seamen, when these men are doing like work at sea, have not been accorded to Lascar seamen?
Major Lloyd GeorgeWith regard to the agreement reached in India, I do not 325 think that pro rata the advance is very much less than that given to British seamen.
§ Mr. SmithWhy were those negotiations not conducted with their own unions instead of through the High Commissioner?
Major Lloyd GeorgeIt is a very difficult question as there is not one but several unions representing Lascar seamen.
