asked the Secretary of State for War whether he will consider, in conjunction with the Secretary of State for Air, the expediency of regulating by Royal Warrant under Section 13 of the Regimental Debts Act the proceedings of a committee of adjustment under Section 1 (1) in such manner as to require the committee to satisfy themselves that un dertakers charges for the funeral are in all respects reasonable, having regard to all the circumstances, and laying down a maximum sum beyond which the deceased person's estate may not be charged in this respect by relatives who may not be next of kin or beneficiaries?

I am advised that, as the Regimental Debts Act directs the committee of adjustment to ascertain the amount of the funeral expenses, and makes these expenses a first preferential charge on the deceased's estate, it would be inconsistent with the Act itself to make a regulation purporting to limit the amount of the funeral expenses which are to be treated as such for the purposes of the Act; and, moreover, that a Regulation such as is suggested could not be said to be for the better execution of the Act within the meaning of Section 13.
