7. Captain Hammersley

asked the Prime Minister how many British consular officials formerly on duty in Germany, have not been allowed to leave; and whether he can give any information concerning them?

Mr. Butler

Eleven members of the consular service and five members of their staffs are still in Germany. According to the report of the United States Charge d Affaires in Berlin, who is in touch with them, they are housed in comfortable hotels. Three who had been imprisoned pending the release from custody of certain German officials in this country have now returned to their hotels. It is hoped to complete at an early date the arrangements for the exchange of British and German consular officers.

Can the right hon. Gentleman explain why they were not able to get away when the diplomatic staffs got away from Berlin, and why facilities were refused?

I understand that the delay was due to certain arrangements made for reciprocity for German consular officials in certain parts of the British Empire.

Have they not the right according to international law to return to this country?
