asked the Home Secretary whether he is aware that a considerable number of large warehouses in Glasgow require to close down about 4.15 p.m., due to lighting restrictions; that a number of these establishments find it impossible to black-out their premises during the black-out hours and give them proper use of natural light during the day; and whether he can see his way, in view of Christmas shopping pressure, to allow relaxation of lighting restrictions up to 5 p.m.?

The Lighting (Restrictions) Order has recently been modified so as to provide that the black-out shall not come into force until half an hour after sunset. I should not, however, be justified in making any further concession in respect of particular classes of premises as suggested by the hon. Member.

Does the right hon. Gentleman consider that 4.15 p.m. as the hour for the closing of many of these warehouses is having a very bad effect, especially on the Christmas trade, and cannot he grant a relaxation up to 5 p.m. until the Christmas trade is over?

Considerations of safety are just as important at Christmas time as at any other time.
