asked the Home Secretary whether, in consultation with the Minister of Transport, he has now come to a decision as to the instructions to be issued to local authorities for settling the terms of payment for motor vehicles which have been taken for air-raid precautions purposes?

Sir J. Anderson

I am in consultation with my right hon. Friend, but no final decision has yet been reached.

Mr. Lewis

Does my right hon. Friend realise that, after two months, they are quite uncertain whether the vehicles are to be hired or purchased, and what the terms of purchase or hire will be? Can he say why it takes so long to decide this matter?

Sir J. Anderson

I am sure that my hon. Friend has not overlooked the fact that payments on account—and, I am advised, liberal payments on account— are being made.
