asked the Prime Minister whether, in view of the entangling secret treaties which prevented a fairer understanding after the last war, he will make no agreements in secret now with Allied Powers or others which may hamper a free and just settlement after the present struggle?

Mr. Butler

It is not the intention of His Majesty's Government to take any step which, in their opinion, would prevent the attainment of a satisfactory settlement at the conclusion of hostilities.
