asked the First Lord of the Admiralty whether he will undertake not to take any steps which will deprive the midshipmen in the Royal Navy of their privilege of serving in His Majesty's Fleet, bearing in mind the resentment which any such deprivation would occasion?

It is not intended to alter the practice of appointing midshipmen to seagoing ships of the Fleet. Such service is an essential part of a seaman's training.
