Under Clause 23 of the Civil Defence Bill it is within the discretion of the local authority to decide whether and in what conditions a shelter which has been provided or erected free of cost may be removed. I must make it clear however that the brick and concrete shelters of standard design are intended for cases in which the steel shelters are not suitable. Where these shelters are suitable they will not be replaced by shelters of any other design.
