§ Mr. EdeI beg to move, in page 41, line 31, after "hold," to insert:
or make arrangements for the acquisition and holding on his behalf of.This Amendment brings the Clause into line with Clause 51. The modesty of the late Minister of Transport made it impossible for him to ask for so many powers as the Minister of Health has asked for, and that infirmity seems to have been carried on to an unexpected 2376 degree by the present Minister of Transport, but we should be sorry to see him suffering from any such disability.

§ Captain WallaceI beg to move, in page 41, line 38, after "to," to insert "use or".
The object of this Amendment is to enable some use to be made of the stocks of materials which we are accumulating before the emergency. There are, for instance, certain cases where we are improving trunk or other roads where temporary bridges have to be put up, and it will be useful to use some of the materials for the temporary bridges, subject to the proviso that enough of it will have to be ready for its primary purpose.
