asked the Secretary to the Overseas Trade Department whether he will constitute some of his overseas commercial counsellors as permanent selling agencies in Finland and other Scandinavian centres for obtaining orders for British goods on the spot in cases where British firms do not maintain permanent British representatives in those countries for the purpose of developing British export trade?

I have been asked to reply. While it is the duty of commercial diplomatic officers to assist British traders in their endeavours to sell United Kingdom goods, it would be improper for such officers to enter into commercial transactions themselves.
