I beg to move, in page 5, line 28, to leave out "and," and to insert "proceeds and application of the."

The effect of the Amendment is that the information which may be called for by the regulations from the promoters shall include the distribution of the proceeds of the collection as well as the expenses and proceeds. I cannot think that there can be any objection to it. The regulations which were made for street collections under the 1916 Act, say that the person responsible shall, if required, satisfy the police authority as to the true and proper application of the proceeds of the collection. I submit that it is even more important to make the regulations under this Bill strict, because whereas under the Street Collections Act the police have a general discretion to refuse a licence, under this Bill they can only refuse a licence on specific grounds.
