"has been convicted in any part of His Majesty's Dominions of any offence conviction for which necessarily involved a finding that he acted fraudulently or dishonestly or.Under the Bill as it stands a conviction in the United Kingdom for an offence involving fraud or dishonesty is one of the grounds on which the police authorities can refuse a licence. My Amendment proposes to extend this to such offences committed anywhere in the British Empire.
