asked the Minister of Transport under what authority motorists are compelled to obey the signals of Royal Automobile Club and Automobile Association scouts?

Although there is no legal authority to compel motorists to obey the signals of Royal Automobile Club and Automobile Association scouts, failure to obey a signal given by a scout might well constitute evidence of negligence.

May we take it that it is as obligatory upon the motorist to obey those signals as to obey those of the police?
