asked the Chancellor of the Exchequer whether, in view of the fact that the increased horse-power tax will impose a severe burden on some motor-car users, he will consider the desirability of reducing the rate of interest charged on quarterly car licences; and whether he will also consider the desirability of making a monthly licence available at a pro rata charge to those requiring one for a short period to be available from the first of any month?

I regret that I am unable to entertain either of these proposals, as they could not be confined to the owners of private cars and would result in a substantial increase in the cost of collecting licence duties as well as in a reduction in the yield.
