asked the Secretary of State for War why the troops in Palestine are on a peace footing in the matter of pay, clothing, and allowances; whether he is aware that this is the cause of considerable discontent; and whether he will consider altering conditions to remedy this grievance?

Mr. Hore-Belisha

I do not follow the implication in the question. Rates of pay are the same in peace and war, and the allowances in issue are appropriate to the circumstances in Palestine and would not necessarily be varied, either as to rates or conditions of issue, if the troops were placed on other than a peace footing. Compensation has been allowed in respect of abnormal wear and tear of clothing.
