asked the Home Secretary what is the number of proceedings instituted by the police for exceeding the 20 miles per hour speed limit in the thoroughfares known as East Carriage Road, Hyde Park, between Hyde Park Corner and Marble Arch, Constitution Hill and the Mall, for the 12 months ended at the last convenient date?

The number of proceedings instituted by the police for exceeding the 20 miles per hour speed limit in the thoroughfares named during the 12 months ended 31st December, 1938, was as follows:

East Carriage Road, Hyde Parks (between Hyde Park Corner and Marble Arch) 912

Does the Minister agree that if the police officers did not hide themselves behind trees and lamp-posts there would be no necessity for these proceedings?

I walk down that part myself every morning, and I see them in the open.

May I ask whether the majority of these offences were committed by day?
