asked the Parliamentary Secretary to the Admiralty whether he will consider the advisability of creating the post of inspector of personnel or training for the Royal Navy on the same lines as those recently approved for the Army and the Royal Air Force?

It is not proposed to appoint an inspector of personnel or training. Training establishments come under the command of the commander-in-chief of the area in which they are situated, and inspection is carried out by him or by the Board of Admiralty.

In view of the fact that universal training is now affected, does my hon. and gallant Friend not think it would be an advantage to the service which he represents, to have such an inspector in complete control of inspecting departments of the Royal Navy?

No, Sir, there is no great increase in the numbers of the Royal Navy, because the men that the Royal Navy is taking go into the Royal Naval Special Reserve, and those two or three establishments will, I think, be inspected by the Commanders-in-Chief of the areas where they are going to be.
