This Clause appears to include public supply companies such as gas, electricity, water, etc., and as these companies are operated under many Acts of Parliament the Minister, as the Clause is drawn, can ride roughshod over these many Acts. Is it his intention to do so, or can he give some undertaking not to interfere in any way?

I cannot understand where gas companies come in under this Clause.

That is part of public services which come under a subsequent definition and have nothing to do with public utility companies. That is quite out of order.
