May I ask the Prime Minister what is the purpose for which it is proposed to suspend the Eleven o'Clock Rule to-night?

The Prime Minister

The first item of business to-day is the Resolution under the Tribunals of Inquiry (Evidence) Act, 1921, with regard to His Majesty's Submarine"Thetis." The Civil Defence Bill will then be considered. The Bill is being recommitted in certain respects, and it is anticipated that the proceedings in Committee will occupy most of to-day's Sitting. It is proposed to suspend the Eleven o'Clock Rule for the Civil Defence Bill. I hope that there will be no need to ask the House to sit unduly late, but

we desire to make good progress to-day, so that we may be sure of concluding the Bill on Wednesday. We also propose to take the Report stage of the Ministry of Supply Money Resolution, which is exempted business.

In view of the list of Amendments, would it not have been better for the Minister to have prepared a new Bill?
