Friend will remember that when the scheme for assisting the ploughing up of old grass land was announced on 3rd May it was explained that it was to apply to a programme of summer ploughing undertaken after that date. In the circumstances I regret that I can hold out no hope of grant being paid in respect of land ploughed up before the announcement was made.
