asked the Secretary of State for the Colonies whether his attention has been called to a case of smuggling in East Africa, in which fines amounting to £900 were imposed by the Commissioner of Customs; how many breaches of the law were proved; why these penal proceedings do not take place publicly; and why the name of the guilty person was suppressed?
