Resolution reported: That, for the purposes of any Act of the present Session to make provision for authorising the Board of Trade, in the event of war and in other circumstances, to undertake the insurance of ships and other goods, for the payment by the Board of Trade, in time of war, of compensation in respect of goods lost or damaged in transit, for requiring persons to insure goods against certain risks in time of war, and for purposes connected with the matters aforesaid, it is expedient to authorise—

  1. (a) the payment out of moneys provided by Parliament, or the issue out of the Consolidated Fund, of the amount by which, at any time when a payment falls to be made out of either of the funds established under the said Act, the sum standing to the credit of that fund is less than the sum required for the making of that payment; and
  2. (b) the payment, out of moneys provided by Parliament, of the expenses incurred for the purposes of the said Act by the Board of Trade, except in so far as they are required to be defrayed out of either of the said funds."
