29. Mr. Shinwell

asked the Parliamentary Secretary to the Admiralty whether British towage firms were asked to tender for the tow of the Government dry-dock which recently left this country; and why the contract was given to a Dutch towage firm?

Mr. Shakespeare

When lenders were invited for this towage contract, arrangements were made for two British companies which had suitable tugs to pool their resources for tender purposes since no British company alone possesses tugs which could handle such a towage. After carefully considering all the factors involved, it was decided to employ the Dutch firm.

Mr. Shinwell

Was it on that ground that the combination of two British towage firms was impracticable, or was it due to the cost?

Mr. Shakespeare

It was not the impracticability. Cost was one of the factors in the decision, but there were a number of other factors which, on balance; led us to decide on this course.

Mr. Shinwell

Is it not desirable that the Admiralty should have facilities available at any time for this purpose?
