asked the Secretary of State for Air whether legislation will be required to give effect to the recommendation of the Committee on the Control of Flying that the licences of aircraft towing advertisements should not be renewed beyond 1st October, 1941; and, if so, what is the latest date by which a Bill to secure this object must be passed?

Yes, Sir, but I am afraid that it will not be possible to introduce the necessary legislation during the present Session. I should, however, make it clear that the date on which such legislation might be passed was not the sole or indeed the main consideration which led the Government to accept the committee's recommendation in regard to the date from which it might take effect.

May I take it that the Government have every intention to bring this nuisance to an end by October, 1941?

Yes, Sir. That is the intention of the Government.
