The Prime Minister

The only significant development in recent weeks has been the announcement by the Japanese Government on 22nd December of the revised peace terms which they were prepared to offer to the Chinese Government and the rejection of these terms by the Chinese Government. No important change has occurred in the military situation; in North China, however, increased guerilla activity has resulted in some temporary interruption of railway traffic.
