asked the Financial Secretary to the Treasury whether he is aware of the anomaly caused by the refusal of the Treasury to make any contribution in lieu of rates for property occupied by the Territorial Association, in a similar manner to the existing contributions now made for property occupied by the Regular Army; and, in view of the psychological effect of this discrimination against the Territorial Army on local authorities, what steps he proposes to remedy this situation?
