The number of effectives in Italian East Africa is not a matter covered by the Anglo-Italian Agreement, and His Majesty's Government do not propose on account of any such increase to alter their plans for negotiating the adjustment of boundaries between Italian East Africa and adjacent territories as provided for by the Agreement.
