asked the Secretary of State for the Colonies whether he will consider improving the total exports of textile goods by suitably proportioning the particular quota provided by the various Colonies?

The object of the quota system was to limit the expansion of imports from certain low-cost producers of textiles into certain colonial dependencies. That object has been largely achieved, but the whole position is still being kept under observation.
