asked the Secretary of State for Scotland whether His Majesty's Government have formulated a scheme, applying to Scotland, for the control, regulation, or restriction of Scottish newspapers during an emergency?

Mr. Colville

Any steps of this nature would have to be determined by the Government in the light of circumstances at the time.

Mr. Davidson

Is it the intention of the Government, should such steps be necessary, in view of the fact that this would be a National Service scheme, to ask for the co-operation and advice of the trade union and Labour movement in Scotland?

Mr. Colville

That is a rather hypothetical question which I cannot answer.

So was the right hon. Gentleman's answer a hypothetical answer.
