Mr. M. MacDonaldAs I said in reply to questions by the hon. Member for West Fife (Mr. Gallacher) and the hon. Member for Shipley (Mr. Creech Jones) on 8th February, the Government's policy is 1720 to develop the participation of the people in their own government in the first instance through the district and municipal councils. I cannot add anything to that statement at present.
