asked the Secretary of State for War whether he is aware that recently a private soldier was barred from entrance to a restaurant because a number of officers were dining there; and whether there is a general War Office instruction to hotel-keepers on this subject?

The answer to both parts of the question is "No, Sir." There is no objection whatever from a military point of view.
