Mr. Creech Jonesasked the Secretary of State for Dominion Affairs whether consideration has been given to the conditions prepared by the South African Government which would govern native policy and native affairs in the High Commissioner's Territories in the event of any transfer being made; whether His Majesty's Government have any observations on these conditions; and when the South African statement will be published?
§ Sir T. InskipAs I informed the hon. Member on 4th July, I have received from the Union Government a draft of the memorandum prepared by them. I am not yet able to say when the memo- 2127 randum will be ready for publication, and in the meantime I am not in a position to discuss it.
Mr. Creech JonesIs it not of the utmost importance that we should get this statement published at the earliest possible moment; and, further, may I take it that no lead will be given to the natives in these Territories with regard to their attitude towards this memorandum when it is circulated among them?
