asked the Secretary of State for the Colonies whether the ordinance in Kenya Colony, permitting contracts for child labour for children of 10 years of age, still operates; and what is the attitude of the British Government towards it, in view of the Geneva Convention?

Mr. M. MacDonald

As I have already informed the House, it has been decided that the minimum age at which children are permitted to enter into contracts for non-industrial employment in Kenya should be raised to 12 years, and that the minimum age for industrial employment should be raised to 14 years. The necessary amending legislation has not yet been enacted, but will be proceeded with as early as possible.

Can the right hon. Gentleman give us any idea when this crime against children will be finished for good and all—when the necessary legislation will be passed?

Mr. MacDonald

As soon as possible. I cannot say whether it will be possible to get the legislation ready for the opening session of the Legislative Council.
