asked the Home Secretary whether, in view of the growing number of minor shoplifting charges coming before children's courts, he will consider introducing legislation making it illegal for the owners of retail stores working on an open access to goods system to admit children to their sales departments unless accompanied by adults?

I do not think legislation of the kind suggested in the question would be practicable, but the special temptation offered to children by certain retail stores is recognised, and discussions have taken place with representatives of some of the firms concerned as to methods of making it less easy for children to help themselves to articles spread before them in such places.
