asked the Secretary of State for the Home Department whether he will give an explanation of payments for commission, referred to in Cmd. 5722, page 7, and state to whom these payments are made?

The figures referred to are derived from the returns made by insurance companies to the Board of Trade under the Assurance Companies Act, 1909, in Forms set out in Schedules to that Act. Commission is one of the items in those Forms. It is, I am advised, not defined in the Act, but is understood to refer to the commission allowed by insurance companies to persons acting as their agents in accordance with insurance practice.

Is the hon. Gentleman aware that, for every £1 that goes to the injured workman who risks his life, 3s. 4d. goes to the recipients of commission, who risk nothing but their money?

Mr. Lloyd

I do not think I could accept that statement. The matter is a very complicated one.
