75. Commander Marsden

asked the Minister of Health whether it was with his knowledge or approval that the urban district council of Esher recently, at the request of the Milk Marketing Board, altered the zoning of part of a residential area in Thames Ditton; whether he is aware that plans have been passed for the erection of a large office building to front on to Giggs Hill Green, Thames Ditton, and to accommodate 1,000 clerks; whether he has any knowledge of sale by the Milk Marketing Board of part of the site for business purposes; and, if so, what steps can be taken to safeguard the amenities of Giggs Hill Green, Thames Ditton, and of the surrounding neighbourhood?

I understand that the urban district council have given permission under the Town and Country Planning Act for the erection of office buildings and the provision of a sports ground. It is entirely within the discretion of the district council to give such a permission, and my approval is not required. I have no knowledge of the sale mentioned by my hon. and gallant Friend.

Is the right hon. Gentleman aware that the local council decided that this area should be reserved for residential purposes, and why was that decision reversed in the case of the Milk Marketing Board?

Mr. Elliot

It was within the discretion of the council to make a change of this nature if they so wished, and they did so.

Mr. Ede

Is the right hon. Gentleman aware that the erection of this building is very much resented by residents over a wide area, as it will destroy one of the most delightful village greens in Surrey?

Mr. Elliot

It is a matter for the local authority who are in charge of the area.
